The civ2civ3 ruleset has "Migrants" units, which want a unit tag of u.refugee.
Our Amplio and Amplio2 unit sets actually include a distinct "refugee"
drawing, but the relevant line is currently commented out in their units.spec.
We should uncomment it.
(This still won't give us a complete unit set for civ2civ3, but it's easy.)
