Follow-up Comment #10, bug #17843 (project freeciv):

It's not temporary difference at saving time - same autogame run 200 turns
longer with the patch.
Still, I don't think this is necessarily a bug. Since city gets refreshed more
frequently, other parts of the code will now use already refreshed city state
where old version relied in old city state to be "close enough"
