Follow-up Comment #3, patch #3566 (project freeciv):
I reproduced something similar (but without the assertion) without the patch,
so it's not new with the patch.
It seems that "Change Production" does not work after you have already done
one "thing" with the worklist. You can "Change Production" once succesfully,
if you do nothing else before.
