Follow-up Comment #2:
This only affects effect requirements (reqs/nreqs), not requirements in other
contexts (such as improvement requirements).
Per discussion in patch #4400, negated requirements in effects requirements
are currently rare (nreqs tend to be used instead), but we may as well fix
this.
