Follow-up Comment #4, bug #21314 (project freeciv):
Another data point: cproc uploaded a 2.4.1 Gtk3 build
<http://download.gna.org/freeciv/packages/windows/testing/Freeciv-2.4.1-win32-gtk3-setup.exe>
to the 'testing' area. It's just as sluggish as the previous between-releases
build. (Probably no surprise, since it has the same versions of all the
DLLs.)
(Forgot to test whether sound made a difference.)
