Follow-up Comment #2, bug #21471 (project freeciv):
One other thing this fixes is how "Building", "Cathedral", "Local"
requirements are interpreted for RPT_POSSIBLE in the absence of a
target_building. Probably this never happens (such requirements would
generally be used for building prerequisites or something, and no supplied
rulesets nor any modpack I have installed uses them).
