Follow-up Comment #2, patch #3405 (project freeciv):
helpdata.txt still has a detailed description of the hardcoded road types in
the "Terrain Alterations" section, which is no longer appropriate for all
rulesets. Details should be moved to individual road help sections in
rulesets, and modified as appropriate.
Terrain-independent road build times should be included in the "Time taken for
the following activities is independent of terrain" table in "Terrain
Alterations".
