Details:
Add revolentype "Quickening" which means that more the government has been
used, easier it is to switch to it. Mainly meant for slowing down how the
leading player increases the lead. First one to get new government will take
full 'revolen' turns. Every time revolution to the government form is
*finished*, further revolutions take one turn shorter time, with minimum of
one turn. Anybody starting the revolution while another player's revolution is
still ongoing still has the longer revolution.
