Details:
Bug #18232 removes the intrinsic max rates cheat, adding an effect in
default/ai_effects.ruleset instead.
Patch #3655 did the same to the experimental ruleset.
The same doesn't seem to have been done to the 'multiplayer' ruleset. I don't
see any indication this is deliberate.
(Can we make experimental/multiplayer use the default ai_effects ruleset
rather than keeping their own identical copies? If not, do we need copies for
civ1/civ2/etc? I haven't looked into it.)
