Details:

Allow built-in victory conditions to be suppressed if requirements aren't
met.

Probably one effect per victory condition; if net value is positive, victory
is allowed.
(Assumes game can validly continue past all victory conditions!)

Motivations:
* allow ruleset to use only custom victory conditions (via Victory effect, or
Lua script)
* help with alliance limiting (tickets to be raised)
