Details:
Currently I think the only way ruleset authors have to find out how many
custom flags they can use for unit types / techs / terrain is by trial and
error.
We should document the limits in the usual place: comments in supplied
rulesets. It's a bit of a faff for us, but I think necessary.
Current limits on S2_5 and trunk are 16 unit type flags, 7 tech flags, 7
terrain flags.
