Follow-up Comment #1, patch #4554 (project freeciv):
Is that currently really counted from players online? I think we've had votes
where only one player at the time has logged in to vote, and required votes to
pass have been > 50% of alive human players. We have 'turnblock' enabled,
which may affect this (players offline are still counted active)
