There's a FIXME in helptext_unit():
/* FIXME: if we knew the raise chances on the client, we could be
* more specific here about whether veteran status can be acquired
* through combat/missions/work. */
and this was also noted in bug #19851.
With a change to the network protocol, raise_chance and work_raise_chance
could be made available; then we could use them to improve the help.
