I was looking at patch #4658, but in the specific case of the cache desired
for bug #21892, the current gate logic suggests it's better to capture this at
ruleset load time, rather than on a per-turn basis. This patch sets AI data
on ruleset load for unit types that qualify as ferries, as missile platforms,
or are capable of carrying occupying units (unfortunately, this isn't
sufficient to also cover bug #22225 : that bit needs more thought, and might
be turn based). I'm unsure whether this is a useful way to cache harmlessness
(as mentioned in patch #4821), or whether that should be exposed more widely
(autosettlers need the information as well, so it's not safely unique).
Autogame testing indicates that the AI is still capable of organising and
using ferryboats with this patch. I'm less sure how to judge whether the AI
is appropriately frightened from transports of occupiers. Missile platform
caching is entirely theoretical, as the AI won't use this class of unit right
now.
I'm leaving patch #4658 open, as there remain other cases where the AI is
iterating over all unit types or all unit classes several times a turn to
regenerate info that could be cached.
