Details:

Once the AI and Server no longer use move_type, it becomes possible to
consolidate much of the logic, or move it to the client.  I've implemented
this as two patches, the first for consolidation and general cleanup, and the
second for the client migration.

Note that savegame processing will continue to rely on the definition of the
enumeration for as long as we support reading savegame files with old
killstack definitions, so if the remainder of the logic preserved in
common/unitttype.[ch] by this patch is removed, the enumeration declaration
should be made available to savecompat.c
