Details:
We already document nation-specific starting goodies in nation help visible in
pregame (patch #3066), but I think it would also be useful to document both
nation and global starting items in the help for those items (e.g. Palace
help).
For one thing, this makes the global starting items visible in the help, which
currently they aren't.
