civ2 bug #21629 is now fixed, but also civ2civ3 ruleset has waste (and also
food-waste), and seems not to have any special handling for barbarians and
pirates. So presumably cities of those nations without a capital, i.e., with
max distance to capital applied in the calculations, suffer 100% waste.
