Follow-up Comment #2, bug #22870 (project freeciv):
This is probably so far unique problem in our requirements system, so we don't
have consistency rule to follow:
Culture value is an int, not an boolean like most requirements, and one that
can be sensibly summed up. So when there's multiple contributors (multiple
players in "Alliance", "Team", or "World" ranges, or multiple cities in
"Traderoute" or any range above "Player") also checking the *sum* of all
culture values provided would make sense, while we currently check if *any*
single contributor has high enough culture value.
