Actually, the problem is more important. The client and the server assume that
Alphabet is reachable immediately because its state is TECH_PREREQS_KNOWN.
I am afraid there are some similar side effects behind the similarity of
research_invention_state(), research_invention_reachable() and
research_invention_gettable().
