Follow-up Comment #2, bug #22981 (project freeciv):
I thought it was related to the generator only because the standard settings
don't exhibit the problem.
But starting a game with only the map generator changed to "fair" is enough to
run into the issue.
I confirm this was found on 2.5.0-beta2.
Also, once such a problematic game is saved and restored, the issue is gone.
