Follow-up Comment #1, patch #5466 (project freeciv):

Savegame compatibility needs more work.

Loading pre-2.6 savegames work always (value "10" is converted to either
"Hard" or "Experimental" level depending on freeciv capabilities), but if 2.6
debug build saves "Experimental" level AI, there's no mechanism to make it
"Hard" upon loading to release build.
It's not strictly necessary to support this (release build simply does not
support such a debug build specific savegame), but cleaner solution would be
preferred.
