Follow-up Comment #5, patch #5634 (project freeciv):

Does this affect client? As client can't see the units inside enemy cities, it
will always assume "MaxUnitsOnTile, 0" requirements to be fullfilled.

It's possible that old hardcoded rule was made so that client deducted city
emptiness from the 'occupied' flag of the city, like it usually does in
situations like this.
