_Does this affect client?_
Not that I could find. The server sends the incite price to the server when
asking for confirmation. I was unable to find any other place in client code
were incite price is shown. If such a place exists it will probably also need
to be updated for the fact that Courthouse use the Incite_Cost_Pct effect.
