Follow-up Comment #3, bug #23246 (project freeciv):
The latest gnuwin32 test environment with the GTK+ 3.8.2 bundle
(http://download.gna.org/freeciv/packages/windows/gnuwin32/testing/gnuwin32-2015-02-07.7z)
requires the attached Freeciv patch, if we want to use it for a future
release.
