Details:
As discussed in patch #4936, it's so unlikely that anyone would have a
Communist or Federation government without knowledge of Trade that it's not
worth having different behaviour (increased waste by distance) for this case.
After this patch, these two govs will simply not have increasing shield waste
by distance.
