Follow-up Comment #4, bug #20956 (project freeciv):
Also, it looks like the bombarder gets a chance at veterancy for every unit on
the target tile, so civ2civ3 Bombers tend to become Elite very quickly.
I'm thinking of changing this for 2.5.0 (so there's only one chance at
veterancy per attack). Objections?
