Details:
At least with out private setup, Marco Polo's "Have_Embassies" effect is far
too powerful. In practice the one who gets it built, wins the game.
At that point of the game, people usually have contact just to a couple of
nearest neighbours, so having *embassy* with all distant nations makes a huge
difference:
As it is, it allows at least:
- Tech trade with all the nations, usually leading owner to get into position
of a dealer who gets copy of the techs to himself in the process
- Can hurt distant human players (the "real" opponents) by supporting (giving
military techs) their enemies, though there's no real contact to either
- Can be used to trade cities from a distant AI to get hold on a new island
(maybe even before having ships better than trireme to reach those islands at
all)
- Gets all the embassy provided info about what kind of strategy opponents are
trying to use
Attached patch replaces "Have_Embassies" booleanness with more enum-like
(bitwise, to be exact) value:
value = 1 -> give only contact to all players, not embassies
value = 2 -> give embassy only to those player's one has contact with
value = 3 -> give contact to all players + then embassy to them (same as TRUE
of old boolean effect)
