Details:

It annoys me that you can train your units to high veteran levels by killing
diplomats, especially if an AI is sending waves of such cannon fodder at you.

I think it'd be good to have a ruleset option where the chance of gaining a
veteran level depends on combat odds: killing a defenseless diplomat never
gives you veterancy, whereas winning a battle where the odds were against your
survival gives you a greater chance of coming out with a promotion.

While we're wishing, I think it would also be nice for ruleset authors to be
able to grant the highest veteran levels *only* to exceptional outcomes.

Not sure exactly what form this should take. The last idea suggests it should
be part of the effects system (using constructs like that in patch #3402).
Maybe a multiplied Veteran_Combat_2 effect + a Min_Combat_Difference or
Min_Win_Chance requirement that measures the win chance or the difference
between some measure of combat strength (modified defense - attack, maybe also
HP/FP, etc)?
