The help says about Tribal government:
"Your control over your citizens is maintained largely by spiritual counsel."
and Despotism:
"Your control over your citizens is maintained largely by martial law."
These would indicate that keeping peace by force (martial law) was a thing for
Despotism more than Tribal.
Yet, tribal help says also:
"Compared to Despotism, a Tribal economy is more shield-oriented. Its bonuses
to veterancy and strong martial law can be an advantage in wartime."
