Details:

To put it blundly: The old code is so buggy that it doesn't work at all.

This patch makes barbarian gang size to steadily grow as player gets bigger.
I have not idea how this maps with the old values gameplay wise. Even the
default is probably much different from the old default, and behavior of other
'barbarianrate' values has most likely changed even more. So though the old
code is buggy, I wouldn't be pushing this to stable S2_5 too hurriedly (though
as you can see from the metainfo, the patch has been created in Summer 2013
and has been in our games over 1.5 years already)
