Should the list of exclusions have Fort and Airstrip too?

Currently I think this makes Fortress *worse* than Fort for a unit defending
against air attack.

(In fact it's a bit odd that bases are worse than open terrain in this case.
Do we need a more nuanced set of Cheating AI effects that mirror the attacker
types against which bases etc normally confer bonuses?)
