Good point. I did not take into account the different effect against air
units.
And I'd consider it a bug in v2.5 too.

This was not intended, either.

The main reason to create this rule was that the AIs always move at the start
of the turn, so their units are never fortified when the player attacks. While
the units of the human players can fortify at the end of the turn (if they had
remaining MPs) and they get the bonus when the AI attacks.

The simpler solution would be to remove the exclusion for Fortress and
Airbase. I think it is not really needed.
