Details:
As discussed in patch #4608: make the cumulative HP_Regen effect for an air
unit in an airstrip+airbase one-third of the unit's total, to match that of a
city without an Airport.
(The effects system can't exactly replicate the hardcoded one-third HP regen
of a city, but choosing 34/100 gives exactly the same result for units <50HP,
which is all units in civ2civ3.)
Documentation will be updated in patch #4936.
