There's a longstanding check that prevents units with cargo from being
airlifted (test_unit_can_airlift_to()), so there is no problem.
(Also this sidesteps a need for micromanagement; if you had a heli and an
infantry unit that both needed moving, you'd otherwise have a fiddly incentive
to load one on the other to maximise use of your airlift capacity.)
