Details:

Problem: City goes into disorder due to unhappiness caused by a unit outside
national borders, but after said unit is back inside national borders due to
border expansion (after capture of a city), city remains in disorder.

Steps to reproduce from attached save (relative locations are based on trident
tileset):

0 Attack Dornbirn ((48, 23) - easternmost yellow city) with the 2 Artillery
units in Innsbruck (NE of Dornbirn) and the 1 Artillery unit directly N of
Innsbruck. All Artillery units should survive. Now both Innsbruck and Linz (NE
of Innsbruck) are in disorder.

0 Capture Dornbirn using Armor in Innsbruck. National borders expand. However
Linz remains in disorder even though its Artillery unit is now within national
borders.

This appears minor because saving and reloading solves this issue. It's just a
city could be unexpectedly in disorder without the player realizing it.
