Follow-up Comment #1, bug #23438 (project freeciv):

Probably also only cosmetic - what the client shows during the turn is only
prediction of what it expects to be the situation when the city gets handled
on turn change. At the turn change I would expect server to update the
situation correctly and use the correct state when city output/production is
being calculated.
