Details:

Currently, the fourth city radius on square maps is a sort of octagon with 56
tiles, whereas on hex maps there's a total of 60 tiles. By increasing the
values of effect_city_radius_3 and effect_city_vision_3 by 1 each, one
additional tile each is included at the "corners" of the city map, giving a
more round shape and a total of 60 workable tiles on square maps; hex maps are
not affected.
