Yes, that's what the code did. But I still don't understand why the scenario
author would carefully populate the map with those specials that then are to
be filtered out.

It's an ancient setting, though, so it might have been broken or it's original
goal no longer valid for a long time. I suspect that it has gone broken when
terrain specific SPECIAL_1 and SPECIAL_2 were replaced by the resources.
