Details:
As noted in bug #21557, the map view layout can jump around when focus
switches between small and big unit stacks, as the "more units" arrow comes
and goes. This is particularly noticeable with hex tilesets due to the wide
unit sprites.
This patch adds an extra widget with a fixed size request to the Gtk2/3
clients to stop that happening.
(It reduces but doesn't completely eliminate the effect when using the Gtk3
client with the Freeciv theme. My prejudice is that this must be a bug in the
theme, adding padding to layers of widget hierarchy that should be invisible.
Doesn't happen with the system Greybird theme.)
