Follow-up Comment #1, patch #6119 (project freeciv):
Bug #21470 talks about a similar principle applied to requirement ranges.
There I concluded that wider ranges should include smaller ones.
The most relevant argument is probably the one that it's not always possible
to specify disjunctive requirements if you wanted "Alliance OR Team" -- I
haven't checked whether that's true in typical uses of DiplRel (action
enablers?)
Maybe the AI argument applies too?
Not sure "Alliance" should fulfil a requirement for "Peace" though;
"Team"/"Alliance" may be a special case?
