Details:
Provide a casus belli to every other player against the actor when the value
of the effect Casus_Belli_Caught or the effect Casus_Belli_Success is 1000 or
higher.
This allows a ruleset to represent a setting where certain atrocities are seen
as a valid casus belli even when the victim was someone else or even the
actor's own population. (Like Western Europe during the Middle Ages)
