Follow-up Comment #1, bug #23772 (project freeciv):
_When dev-save-compat is enabled it becomes a problem for 3.0 save games from
custom rulesets that allows joining allied cities._
Patch #6220 will end the creation of 3.0 save games with ORDER_BUILD_CITY.
