Details:
Move doc/README.ruleset_civ2civ3 as data/civ2civ3/README.civ2civ3 (note the
change also in name, not in path only). Attached patch file does not do that,
but it must be done manually
civ2civ3 ruleset description is read from that file.
Wording of the summary should be ok both for the cases where only the summary
is shown (it doesn't refer to 'following description' or anything like that),
and where description follows.
