Follow-up Comment #2, patch #6485 (project freeciv):

Here are a few other possible features from my notes. I've got loads more, but
have to go now.
* Enable Pythagorean diagonal movement rules (needs fine movement point
resolution)
* Wonder giving Not_Tech_Source effect
* Small wonder giving Gov_Center effect
* Enable gameloss_style
* More use of unit capture and unit nationality (perhaps a combat effect based
on captured units' barbarian nationality)
* Make lake flooding strategic
* Unit retirement
* Achievements
* Enable culture points and victory
* Use Resource requirement for some effect (maybe city-ranged)
* Use first_reqs for a "road".
** The example I thought of is an oil pipeline, requiring an oil resource to
start and delivering a bonus when it reaches city centres. However,
narratively it's problematic if pillaging it doesn't stop the flow of oil!
Maybe just make it unpillageable.
* Add some policies!
