move_rate is just the tip of the iceberg, though; lots of fields could suffer
from this.

Since we've decided to increase the limit on all branches to one that no
reasonable ruleset should run into, repurposing this bug for just that and
deferring the validation to bug #24081.

(Also, bug #24080 considers making the "trying to put" message contain more
information to speed diagnosis.)
