Follow-up Comment #2:
The root cause seems to be in that when alliance is canceled, unit visibility
checks are made only between the parties of the former alliance. This
particular unit is owned by third player ( client player A is allied to B
which is allied also to C, and C's unit is in B's city when A loses ability to
see inside that city)
