Details:

I've got a half-finished patch somewhere which shows player colours in
pregame, with a notion of adding UI to let players select their colours when
plrcolormode is set appropriately.

To do this well there are a couple of boolean fields that should be added to
the network protocol per-player:
* Whether or not there is a specific colour that the player will get (so that
client can show colour as unset -- currently package_player_info() sends black
in this situation)
* Whether client can usefully send /playercolor to change colour (currently
depends whether plrcolormode is PLR_SET, but this knowledge should remain in
server)
