Follow-up Comment #2, patch #6787 (project freeciv):
It's probably easiest to add separate license text file for Windows Installer,
and to add our own text in the beginning of that.
We may need to have separate license file for msys2 based installer builds
anyway, if they will be released under GPLv3+ due to GPLv3+ components.
