Patch for S2_5.
Copy COPYING to win32/installer/licenses/COPYING.installer before applying.
In the target system the license text ends as
'doc/freeciv/installer/COPYING.installer' I hope that it's not confusing to
people browsing doc directory after freeciv has been installed.
