Follow-up Comment #1, bug #24368 (project freeciv):
I think the rule for transported units should be that they are upgraded iff
their current transport can continue carrying them.
Even if terrain would be suitable for upgraded unit, it shouldn't matter as
unit is not getting out of the transport.
